Described as Picumnus steindachneri by Taczanowski in 1882; type locality Chirimoto [Amazonas], Peru.

The relationships within Picumnus are not clear, but merit investigation. Short (1982) noted that the "markings" of Speckle-chested Piculet were similar in some respects (which he did not specify) to Picumnus pygmaeus (Spotted Piculet) of eastern Brazil and to Picumnus varzeae (Varzea Piculet) of Amazonian Brazil, but that the "pattern" suggested an affinity to Picumnus cirratus (White-barred Piculet) and related taxa, including Picumnus dorbignyanus (Ocellated Piculet).
